Besides systemic intervention and learning processes, this requires strategic planning, focusing on core functions, defining desired impacts at different levels, structural changes in the organisations, performance management, development of adequate systems and procedures (e.g. planning, M&E etc.) and a rigorous competence development of staff to adapt to the new requirements.
